I don't think he was calling it an Evo 11, more so a 2011 year Lancer Evolution. In the US and Canada they didn't get the Evo until the Evo8 model, and they simply just called them whatever year they were because the previous versions of the Evo meant nothing to them as they didn't get them.

In the US/Canada they always refer to a car model by its model year which is often one year ahead of when the car is actually produced/sold. Ie you can buy a 2012 year car in the US from as early as a few months ago. Here in Australia we seem to refer to a car by its model prefix instead (ie BA Falcon, HH Galant etc).
