Referal system for legitimate hotmail/gmail etc users?

Is it possible to have a referal system so that we don't outcast legitimate starion owners with hotmail and gmail accounts?

For example, a member who has a starion owner friend who can't get in, would pm a moderator, or post in a specific section that is checked by the mods, with details such as the person's name, location, starion vin last 4, and email address, and the mods could then give them access?
