Heeelp!
I am DESPERATE for a drivers door, and both front quarter panels, I have a warrant due in less than a month and need the car for my apprentice. No rust.
Can anyone please please PLEASE help me ?

Rust is done by visual inspection only.
Just get rid of it, and cover it with touch up paint. Otherwise you have to find rust-free gear (which probably has putty in it anyway, as I have found), then respray half the car.
On my doors I sanded everything I could out, used rust remover, metal brush, then rust converter, then metal fibre putty, then sand, then primer, then paint.
If you still want to do replacement panels, there is a guy on trademe with two Starions wrecking in ChCh though, should give him a bell. I have front panels with no rust, but it'd be a bit of an ass getting them to you, can hook you up if its an emergency or something though.

Rust removal is relatively easy, here's how we got rid of some big holes in the roof of a corolla:

for smaller, surface rust, just sand (or grind if you're lazy) till it's gone, go over with 800wet and dry (wet), and give it a quick coat of primer and colour, just use spray cans if you need, over here we can get them for about $2 a can. Shouldn't take you more than a day or 2

I would LOVE those two front panels as that is where most of my rust is, my door rust is hidden, it is vital that i have this sorted soon. I'm willing to pay :) can i have your email pm'd to me?

For your amusement, I found this pic, which shows the freshly painted JA panel http://www.starion.co.nz/images/staz_engine_small.jpg, and yes I will clean my muggy paw print off it.
Will take some proper pics later. Oh and be careful with rust in the door. If they see rust in the door not only do you get no WOF, but you have to show proof that the rust was cut out and a weld patch put in place or replaced the doors (talking to my mechanic when I had that issue). So do not go for a WOF until those doors have no visible rust.
Oh and for those who aren't familiar, Starions cant have rusty doors because the seatbelt is mounted to the door, therefore it is classed as structural. Any rust within 30cm (or likely to spread to) the seatbelt mount points is a fail.

Just fix it up before they see it :) Its much easier doing a DIY rust repair job than finding, shipping, ordering, fitting door, changing door trims, connecting electrical etc.
If you want some better advice, might wanna snap a few pics and put it in technical. Anyway I gotta find some AA batteries so I can take photos of those panels, buggered if I know where I put them.
EDIT: would like to comment, you need to make sure the door will still be safe in an accident, if you have holes all around the seatbelt mount then do not DIY
