As I said earlier, I would set the car up for E85/Caltex Bio Flex. I you go for a Vipec ECU, they have a sensor that will automatically adjust the fuel mix etc depending on the ethanol content of the Bio Flex.

1000cc 14mm Rotchester Injectors $110 ea inc GST (can get them in 12mm or lower/higher volume)
Genuine Bosch 070 VLT pump $145 inc
ACA VLT pump $135 inc
Bosch 044 (600hp) $250 inc
Malpassi Rising Rate (low boost) reg $170 inc
Sard Rising Rate Reg $250 inc

Can also supply a fuel rail to suit.

a handfull have modified their TBI manifold to mpi economically. Looks similar to that pic,
One of the quickest u.s. 2.6 street starquests did so, with a $640 fuel-only ecu. Worked well.
Ahem, MPI ?
Seems like enough MPI options in these responses
The other motor examples were only to show that a lowly 2 valve motor can perform with the best of them. Both those 1.8 2 valve r capable of insane acceleration.
Totally dependent on the mind behind the machine - some need 4 valves, others don't.
On the power question, just find a "hot" sohc, study what makes it tick, make your list
