I belive they are $299 unprimed and a bit more primed. Yes they are in SA, there are also side skirts custom for Starion.
They also only make them to order they generally dont keep one hanging around. I went to have a look and they could only show me the moulds and never e-mailed me a pic :(
Apparently having this air dam installed makes more room for an intercooler as it is further foward than the stock one.

Yes it is not a front bar, but a skirt. They didn't have any in stock when I ordered, but turn around time was only a few days.
I'd suggest enlarging around the intercooler hole. I didn't touch mine and the car ran a bit hotter afterwards. I don't want to touch it now as it is painted.

I have almost the same thing, but genuine Mitsi, but its not one piece, its 3 piece, and its 20 years old and hit too many curbs to be considered 'sexy' any more. Its mostly held together with rivots now.
I think its like $400NZD? He responded to his email last time I talked to him, username is Jase, or check the 'Airdamn that fits both front bumpers' thread in Body section, its like 16 pages long. They did a bulk order for the aussie AUStaz guys

They are pretty expensive, and the shipping is killer. Fucking sexy tho! They make them to fit both the early model, and late model front bar's, so remember to specify whice you want when ordering.
