How does one go about getting the inset bits blackened? Do you get the whole wheel coated black and then polish off the coat? Or is it as straightforward as masking the shiny bits and attacking them with a can of matte black? Surely that approach wouldn't last? I'm looking for an end result like below (pic shamelessly stolen from Rainey)
I reacon you could mask it off with a good PVC electrical tape, then get in there with a airbrush of black paint.
After remove the tape while paint is still tacky so it won't chip.
Any overspray etc could be rubbed off with thinners.
A scotchbrite pad then a metal polish cream can bring up alloy pretty well polished and I found when doing my wheel center caps that brasso makes a good finishing product.
Powerplant: Chipped stock ECU, 2044cc, 8.5:1, head intake enlarged and polished, exhaust manifold enlarged,
Balance-shafts eliminated, Intercooled, TC06 @ 10psi, 2.5" high flow exhaust system and dump pipe.

There's a couple of places that I'll need to attack with thinner, and they need a good polish to get the stickiness from the PVC tape off, but so far, so good :beer
