I have a spare set of rims that are due for refurbishment. I want to use them for track days and the drag strip.

They are 17x7.5" and 17x8.5".
What would be a good tyre for a bit of both without blowing the budget...?

I guess you want something with a bit of durability (not too soft).. I'd go for Toyo R1's... have got plenty of milage out of them whilst driving like a maniac..
