I need a decent Internet service provider. I dont need a $30-$40 home line thats never used. Just Net....nothing but net! High speed low cost NET!!

Someone here's gotta know something!!!! Hook a fella up!

Went through a similar process recently; go here first to see what your local exchange is capable of providing:

Not all exchanges provide "naked" dsl services, which will give you NET without phone service.

Alternative to this is a 3G wireless service, but can be a bit expensive first up as you have to buy the wireless device.

Internode and iiNet (and probably some others) offer Naked DSL (if available at your exchange).
It still uses your old phone line, but you have no phone or line rental (they rent the line off Telstra or Optus for a lower fee).
You can then bundle with VOIP if you still want a phone.

+1 Internode. All our business grade services (5) are through this ISP and they are AWESOME.
You're in melbourne so I can't recommend ncable as they're ballarat/geelong/mildura only.
