Multi-point injection with intercooler will make that power with a standard head, standard cam, and standard TC-06 turbo on standard internals using 14psi boost.

Removing the balance shafts will give you about 15 hp (or so I was told :)
The only "cost" is a little bit of extra vibration

Intercooler is a nice mod. $1000
NOS is a nice addition. $700
Porting for crisp response. $200 +
TC06/T3 wheel. $700
...and what gustix and cookie said will see u in there nicley.
The suggested boost is close to the pistons limit so forged is something to look at if you want to go more.

I think this might be a bit optimistic for 200 whp. I have L300 MPI, intercooler, 3" exh, 15psi, stock everything else and make 155whp. I could lean on the motor some more, but doubt I could gain an extra 50hp.

I made 149rwkw with MPI, intercooler and 14psi boost. Everything else standard. The MPI included Motec and multi-coil.

I made 179hp on 12psi with mpi with a fuel only computer, intercooler, 3inch exhaust and standard turbo so 155 seems like a pretty low figure.

How much is power is lost from engine to wheels? 10%, 20%, 30% ?
My '87 4g63 is rated at about 178 hp original with intercooler and
I think around 7 psi.
