He doesn't replace the balance shaft belt which has far more chance of being worn out, nor does he undo the main crank pully bolt to allow him to do so.

I'd also replace water pump and tensioner even second belt job regardless, especially if your doing it at home or whatever and don't want to touch it for 100,000kms
And while its apart why not replace all the oils seals as well?

Kiwi I'm with you While it's apart IMHO it is false economy not replacing the other bits IF you want trouble free motoring .It is a bit like not replacing the clutch TOB when changing the clutch.
