Cold start not working?

At last finished renovating 1982 Starion 2.0 litre narrow body , well nearly,
engine revs low on cold starting ,ie normal tickover speed, slow acceleration when cold , hesitating etc. help would be very much appreciated in identifying the problem and if possible point out exact location of part/ unit or adjustment rquired . as ever I will be in your debt, by the way it's been hot in the east of UK some time this year !!
ps. freinds of mine were in Melborne and were glad to come back to the UK for some sun .

Check the water temperature sensor for the ECU (not the one for the temperature guage) for normal operation, or the wiring & connectors to it. It may be telling the ECU that the water temperature is up to normal operating temperature, even if the water is cold.

PS : Yes its very cold here in Australia at the moment, its getting right down to +10degC (for us, thats cold, lol)

when i got my car it had cold start too,make sure its functional in your engine bay, start the engine and watch

Check it's got the cold start mechanism. I've only come across one out of 4 JA Starions that actually have that big lump with rods connected to the rest of the manifold.
Reduce fuel costs by 15-20% & cut emissions by 1/3rd...
Increase engine performance & prolong engine life...
