sticky rpm's

when i rev the throttle say %40 and revs goto say
4500 rpm i let off the throttle the rpms drop but stay up at around 1800 for a seocnd then returns to idle rpm .
this makes for some noooob sounding shifts if not carefull with the throttle
if u only slight throttle it and time it right it wont stick,
its almost acting like a motorbike choke that isnt holding rpm,
it still has the auto throttle pedal, duno if thats it or wat
another thing...
the idle is around 800 rpm, but if i tap the throttle slightly, it goes to 1000 rpm and stays there untill i physicaly put my foot under it and lift it out a bit, then it returns to 800rpm,
when i do this from the cable in the engine bay it doesnt increase to 1000rpm if cable is pulled slightly,
hope im discriptive enough and someone understands what i mean,
