I did it in situ, without removing the lines. A bit fiddly, but doable. Use a midget tube cutter to cut the steel line cleanly (and file if necessary), then do the flaring.

This little bugger plus a normal flaring tool will produce the double flare you require. They come in different sizes and will cost about $10 to buy just the one...you want one to suit 3/8" line.
