To make a good reliable 200rwhp, you would probably need Programmable (aftermarket)injection.
You can increase boost, high flow your turbo, exhaust, cams, etc.. but you will reach a limit due to the standard ECU.
Programmable ECU in itself should give you good gains when properly tuned and will allow you to make more mods, which will give you more mods.
The skys the limit but reliable power cost money.

You should be able to get close to that with the stock injection, a good example would be redzone's orange starion. Going aftermarket injection will give more scope for modifications later on, as well as improve drivability if its tuned correctly.
Starions are a disease, the only cure is poverty.

mine had to have over that with the stock turbo and ecu, it did 13.92.. but i was running a 2.4 head with VR4 pistons, doing 200 atw is fraught with danger when running stock pistons, your mapping has to be PERFECT!

i would suggest a rebuild with the above mentioned parts first, then develop the combination!
Fibreglass airdams $370, fibreglass front bumpers $260, reco drag links $165, alloy radiators $925 (unpolished), h/l switch rebuilds $125, all plus freight.

My old JA made 190ish using a T3 off an FJ20, GTiR cooler, 3" exhaust and 9-12 psi (0.48A/R too small, boost crept with revs :()

It ran strong for over a year until I pulled it down to go to the next level.
