Is it enough to use washers, or maybe a nut with larger inside diameter?

I have a 87 narrow body, and i have a q about the front bumper lights...
Is it only here in Norway they are xtra high beam, or are they available as fog lights other places? I would like to swap them for fog lights and hook them up in the auto driving light system...
